KTR 100 Day Action Plan for GHMC Development, people’s participation in the development of urban areas, municipal administration and urban development minister K T Rama Rao has mooted ‘participatory democracy’.
“If necessary, we will change the existing municipal Acts and see that people participate in development,” Rama Rao said after a day-long meeting with municipal officials here on Wednesday. He also directed the officials to extensively use WhatsApp and other latest technologies to help the people.

Rama Rao, after taking charge as the MAUD minister, conducted a detailed meeting with officials of GHMC, HMDA, HMWS&SB, HMR and others on making urban local bodies corrupt-free and more transparent. He said they would announce a 100-day action plan for GHMC by the end of this month to tackle immediate problems like drainage and mosquito menace in the monsoon season.
“We will later announce medium and long-term plans for making Hyderabad a global city,” Rama Rao told reporters after the meeting.He said that they would act tough in future to ensure systematic development of Hyderabad. “The LRS and BRS are the last in the series. From next time, if any builder violates an approved plan and constructs additional space, the additional space will be taken over by the state government,” he declared.

He, however, added that the government would be people-friendly and launch online application system for building permissions. Building permissions would be given in 30 days and occupancy certificates in 15 days after the introduction of the online system, the minister said.
He directed the officials to start division-wise WhatsApp groups with all the departments so that people’s problems could be solved locally. He also wanted officials to conduct town hall meetings in all 24 circles of the city. “People should not visit GHMC’s or minister’s office for their work. Instead, the administration should reach the people.”
Rama Rao said that the TS Urban Finance Infrastructure Corporation would be strengthened to tap external and internal borrowings for urban local bodies in the state.
Rama Rao circulated the copies of TRS manifesto released during GHMC polls to all officials at the meeting. “We want to implement all the assurances listed in the manifesto. Officials should work in that direction.
The aim of the government is to make Hyderabad a clean, green, safe and smart livable city,” he said.
Rama Rao also declared that he would release annual progress reports on the functioning of the municipal administration department.
