Telangana CM KCR adopts Modi strategy ?

Telangana CM Finally the moment that the TRS boss K Chandrasekhar Rao has finally arrived. He took his oath to become the first Chief Minister of the newly formed Telangana state today.

As is mandatory, he gave his first speech which was filled with lucrative sops. KCR stressed upon the welfare of tribals, dalits and backward classes and promised that every rupee will be used for right purpose.

But here is something he took from the book of Prime Minister Narendra Modi. KCR reportedly announced a single window center for industries. Now, this policy is something Modi has adopted in Gujarat and it has shown remarkable results for the industrial sector.

If the new state of Telangana and its government machinery sticks as committed by KCR then it will surely bring good projects. KCR has also committed many initiatives towards upliftment of agriculture, poultry and pharma.

He has also spoken about irrigation. At this moment, he has given an extremely prosperous picture for the people of Telangana so it will be nice if he can deliver this as promised.

KCR promises corruption – free and transparent government

Telangana’s first CM K. Chandrasekhara Rao Monday promised a corruption-free and transparent government with its top priority to work for the welfare of the poor and weaker sections of society.

Addressing the main official function to mark the formation of Telangana state, he said the Telangana Rashtra Samithi (TRS) government would be firm in dealing with political corruption.

In his maiden speech after taking oath as the chief minister of the new state, Rao said Telangana state had become a reality due to the sacrifices of the martyrs of 1969 and the participation of all sections of the society in the movement in recent years.

KCR, as Rao is popularly known, promised to live up to people’s expectations by working for their welfare and all-round development of the state.

The TRS chief said the non-violent movement for Telangana state would go down in the world’s history as the biggest people’s movements.

KCR said his party would fulfil all the promises made in its election manifesto. Lauding the role of the government employees in the movement, he announced a special increment for them.

He said the employees and pensioners would get the salaries on par with the central government staff. He also promised to amend service rules of the employees with their consultation and implement Pay Revision Commission (PRC) report. The chief minister also announced health cards for all employees.

KCR said the government would spend Rs.1 lakh crore over the next five years for the welfare of Dalits, minorities, tribals and backward classes.

“We will ensure that not even one rupee is misused. We will spend Rs.50,000 crore only for Dalits,” he said.

He said the government would take up housing scheme for the weaker sections on a scale never seen in the country. Every poor houseless family will get a 125-yards house comprising two bed rooms, hall, kitchen and a toilet.

KCR told the gathering that he will keep the portfolios of scheduled cast, backward class, scheduled tribes and minorities welfare with himself.

He also announced that the government would constitute an advisory council comprising eminent intellectual and journalists.

“We will follow the guidelines to be given by the advisory council,” he said.

Stating that agriculture would be a top priority for his government, KCR said the promise of waiver of farm loans of up to Rs.1 lakh would be implemented. The government will irrigate one lakh acre land in every assembly constituency.

Pointing out that Telangana contributes one third of pharma production and one third of poultry production in the country, KCR said he would give necessary incentives to further boost the two sectors.

He also assured all support to real estate sector. KCR announced that a single-window cell would be opened in the chief minister’s office to grant all clearances to the industries.

Admitting that Telangana is facing electricity shortage, he promised to make it a power surplus state in three years.

KCR said he would maintain good relations with both the centre and the neighbouring states to solve people’s problems.

Telangana Panchayat Raj Bill 2018 Details, Wikipedia: Telangana Legislative Assembly 29th 2018 passed the Telangana Panchayat Raj Bill 2018. Chief Minister K Chandrasekhar Rao said the bill was aimed at making the gram panchayatis achieve prosperity, clean and green.

“Devolution of funds to the Gram Panchayats, municipalities and municipal corporations would start by this financial year. This is a new chapter,” he said.

There would be 12,751 Gram Panchayatis after the passage of the bill, he said.

The Telangana government on Wednesday introduced the Telangana Panchayat Raj Bill 2018, which aims at creating and strengthening gram panchayats, Mandal Praja Parishads and Zilla Parishads in the State.
The much-awaited and one-of-its-kind Bill was introduced in the Legislative Assembly by Minister for Panchayat Raj and Rural Development Jupally Krishna Rao.

Chief Minister K Chandrashekhar Rao has been focussing his attention not merely on economic empowerment of rural Telangana, but has also been making efforts to strengthen it, and the legislation is expected to deliver on the latter issue.

It also provides for the formation of new gram panchayats by the Assembly. 

The Bill also provides for joint cheque power for the Sarpanch and Upa-sarpanch

New Bill facilitates co-option of three members — one retired employee or a senior citizen, one village organisation president and one donor. 

Telangana Panchayat Raj Bill 2018 also provides for time-bound issue of layout permissions — to be sanctioned within 15 days from the date of application. 

The Minister said 4,380 new GPs are going to be formed in the State by bifurcating existing GPs, thus raising the total number of GPs to 12,741.

They include 1,311 GPs for SCs.  onstitution of new GPs was made by taking habitations with less than a population of 500 also.

The government made Rs 1,200 crore budgetary allocations for GPs.

The seven-member Cabinet sub-committee headed by Panchayat Raj Minister J Krishna Rao has prepared the draft bill. The committee comprises Agriculture Minister Pocharam Srinivas Reddy, IT and Industries Minister KT Rama Rao, Housing Minister A Indrakaran Reddy, Finance Minister Eatala Rajender, Roads & Buildings Minister Tummala Nageshwar Rao and Irrigation Minister T Harish Rao.

KCR assures of a clean governance model

KCR spoke on how the government is planning to build a slum-free, clean & green Hyderabad with International Standards. A healthy city, sports city, education city will be developed in different directions of the city so that the congestion in the city is reduced, most of them will be built near ORR and plans are being drawn for another ORR within 70KM radius of the city.

Both the Horticulture and Tribal universities sanctioned in the recently concluded budget session in the parliament will be built in different districts paving way for uniform growth of all the geographical locations of Telangana.

The Chief Minister said that the power crisis will be overcome soon and the power lines being laid from Chhattisgarh will be completed in a period of an year and half.

KCR assured the people of that measures are being taken to curb corruption and unemployment.

He shared his views on why he brought up the Kalyana Lakhsmi program.

The Chief Minister held a review meeting on Sunday with principal secretary (excise) of revenue, Mr Ajay Misra, excise commissioner, Mr R.V. Chandravadan and excise minister, Mr T. Padma Rao, at his camp office to finalise the policy.

He asked officials to invite applications for wine shops in the existing localities ensuring that that the numbers did not increase; when more than one application was received, the applicant should be chosen by lottery, he directed.

He also said that the new licenses would be effective for two years. “There are 2200 wine shops in Telangana; the number will remain the same. What we have decided today is instead of one year, the new licence will be given for two years; there is nothing new in the existing excise policy other than this,” Mr Ajay Misra said.

KCR Directs MLAs, MPs to adopt Villages

The Chief Minister K Chandrashekar Rao on Wednesday directed TRS MLAs and MPs to adopt one village each in their respective constituencies and promote development through Grama Jyothi programme. Addressing a meeting of Telangana Rashtra Samithi Legislative Party (TRSLP) meeting here, Rao said governing bodies for 12 corporations would be constituted soon.

The Grama Jyothi programme, he said, should be able to create confidence among the villagers that their problems and grievances would be resolved in a phased manner. The successive government had ignored the villages, he said.

Social equations should be ensured in the constitution of governing bodies, he said. He told the legislators and MPs that the people would back the TRS in its endeavour to usher in a welfare state if the leaders addressed their grievances. He stressed the need to address the problems being faced by the people both in villages and towns.

He was reviewing arrangements for Grama Jyoti launch in villages with chief secretary Rajeev Sharma, Panchyat Raj principal secretary Raymond Peter, commissioner Anita Ramachandran and principal secretary in the CMO Narsing Rao at a meeting held in Secretariat here on Wednesday.

He suggested them to release funds to villages depending on the plans prepared in tune with the population of the village. He asked them to apprise the people how much funds were released to villages for executing which work.

He directed them to purchase 25000 rickshaws for garbage lifting and dispatch them to villages depending on the population. As part of Grama Jyoti, saplings should be planted in large numbers.

He decided to hold meetings with change agents shortly. He went through the draft policy on Grama Jyoti.

The Chief Minister is said to have briefed the Governor about the developments in regard to the observations made by the High Court on the issue.

It is learnt that the Governor who is going to Delhi on August 7 is likely to submit a report to the Centre on the issue. Also in his 30 minute meeting with the Governor, KCR is said to have briefed him about the new Telangana Universities Act, which is expected to be introduced in the monsoon session of the Assembly.

He is said to have discussed plans to demolish Osmania Hospital and dates of Assembly session.

According to sources he briefed the governor about the proposal to do away with the old system of having Governors as Chancellors for all universities and explained his government’s position regarding AP government’s fresh allegations on Potti Sreeramulu Telugu University and Ambedkar Open University.

The Telangana State Chief Minister K Chandrashekar Rao on Sunday urged the Central Governemtn to name the Defence Research and Development Organization (DRDO) here after former President APJ Abdul Kalam in recognition of his yeomen services.

Chief Minister K Chandrasekhar Rao wrote a letter to Prime Minister Narendra Modi in this regard, according to a release issued by his office.

He said the research done by DRDO has helped the country towards achieving self-reliance in the defence sector.

“Under Kalam’s guidance, when he was Director of DRDO, several research works were done in the organisation enhancing country’s self-reliance in defence systems,” Rao said.

Kalam had put in efforts that ensured setting up of many defence organisations including DRDL, RCI and MIDHANI among others in Hyderabad, he said.

“Naming DRDO after Kalam, who had close association with Hyderabad city, would inspire the future generations and also pay rich tributes to Kalam by India’s defence organisation or establishment,” Rao was quoted as saying in the release.
