Warangal Makes it to Smart Cities list

The dream comes true for the peoples of Warangal with the city making it to the Second list of the Smart Cities, a flagship programme of the Central government envisioned to recast country’s urban landscape.

After failing in the first round of competition held in January by a whisker, Warangal along with 22 other cities was given another chance to compete in the fast track competition to focus on deficiencies in its proposal.

In the second list announced by the Union Minister for Urban Development M Venkaiah Naidu on Tuesday, Warangal which improved quality of its Smart City proposal by 13 per cent, stood next to Lucknow.

Of the 23 cities participated in the Fast Track Competition, only 13 were selected thus reflecting the intense competition for the most sought-after tag of the Smart City.

It might be noted here that each city selected for the Smart City will be given Rs 500 crore by the Centre over five years. This apart, the State governments and respective urban local bodies will have to make a matching contribution.

When the Centre announced the first batch of 20 Smart Cities in January, Warangal which was ranked 21st, missed it by hairsbreadth.

Against this backdrop, the Greater Warangal Municipal Corporation (GWMC) which hired the services of the LEA Associates South Asia Pvt. Ltd. India, a renowned consultancy in the industry, to prepare the Smart City proposal reworked on the shortcomings pointed out by the Central committee to come up with a revised proposal.

The scoring (total 100 points) of Smart City Proposal (SCP) is based on three sections – City Profile (30 points), Area Based Development (55 points) and Pan-City Solution (15 points).

The revised proposal tried to emphasise the fact that Warangal which is the cultural capital of Telangana has the potential to continue as the centre of heritage and vibrant regional economic hub.

In the Area Based Development segment, the proposal focused on the development of the Bhadrakali Lake Front, Extended Business, Livable Neighbourhood, Smart Mobility, Green Urbanism, Environment Watch, and Safety and Security.

The total cost of the Smart City proposal is Rs 2,861, of which Rs 1,686 crore is to be funded by the Special Purpose Vehicle (SPV) and Rs 995 crore would be funded through Public, Private Partnership (PPP) project.

Speaking to The Hans India, Mayor Nannapuneni Narender said: “All the credit goes to Chief Minister K Chandrashekar Rao for his special interest on Warangal city. Now the onus is on us to transform Warangal into a vibrant city.”

Forum for Better Warangal president Pulluru Sudhakar recalled that his Forum is the first to demand Smart City tag for Warangal in 2012 when the then UPA government announced to transform two cities each from every State into Smart Cities.

The Forum then submitted a memorandum to the Centre explaining the advantages Warangal city has to be qualified for the smart city.

Besides actively participating in the campaign, the Forum also came up with suggestions to bolster the proposals prepared by the GWMC.

The Telangana government on Friday opened an IT Incubation Centre Warangal, an emerging Tier-II IT location in Telangana state, to enable start-ups, micro, small and medium IT companies to operate in a plug-and-play environment.

IT Incubation Centre in Warangal Inaugurated by IT, panchayat raj and municipal administration and urban development minister K T Rama Rao, the two-acre incubation centre has a built-up area of 15,000 square feet with a capacity of 45 workspaces. The centre will provide direct and indirect employment to 1,000 youth of Warangal.

“In order to make Warangal an attractive destination for the IT companies to come, set up and grow their operations, the state government has taken many pro-active initiatives including developing an IT SEZ in an area of 45 acre,” Rao said.

With Hyderabad as a role model, other cities like Warangal, Karimnagar and Khammam are being developed as Tier-II IT hubs, he said, adding the government was offering special incentives to IT companies to expand their business operations and move to such locations.

According to the minister, his government would offer specific incentives, including power subsidy, reimbursement of stamp duty and registration fee, patent filing costs, allotment of government land and reimbursement of municipal taxes, to further promote Tier-II IT locations.

Telangana BJP Chief G. Kishan Reddy Arrested in Warangal

The Telangana Bharateeya Janata Party leader G. Kishan Reddy and others who embarked on a padayatra demanding completion of irrigation projects were arrested here on Thursday.

They started their padayatra at Kanthanpally in Eturunagaram mandal in Warangal District and proposed to reach Devadula Project.

The police said the BJP leaders had no permission for padayatra. Speaking to newsmen, Mr. Kishan Reddy said that they were fighting on projects for a long time even before the TRS came to power. The BJP does not need advise from the TRS leaders and they know what to do.

According to reports, police arrested Kishan Reddy stating that he had no permission to conduct the padayatra.

Tension prevailed for a while as BJP workers tried to stop police from arresting Kishan Reddy. Earlier in the day, Kishan Reddy inspected Kanthanapalli project and assured all the necessary help to the project evacuees.

He opined that farmers were committing suicides as crop loan waiver scheme was not implemented properly. He alleged that Congress meted out severe injustice to the State.

Warangal Police Commissionerate First NBW free City in India

The Warangal Police Commissionerate has become first in the country to achieve the distinction of being free from pending Non Bailable Warrant (NBW), said Commissioner of Police G. Sudheer Babu.

“We have executed a record of 1070 NBWs in 44 days and we are the first in the country to clear all warrants. We have executed over 80 NBWs which were pending for over a decade,” he explained.

Many offenders who skip warrants resort to crime again and again. They appear to have either died or moved away. The police in course of time after prolonged pursuance give up at one point of time. “We reviewed the pendency of NBWs in July and decided to execute every single warrant by August 31 and we did it,” Mr. Sudheer Babu said.

He thanked DGP Anurag Sharma and other higher officials and those at police station level for the success. He also thanked the District Court authorities for their cooperation in achieving the distinction.

Executing the warrants was continous duty of the police but often they keep pending for want of evidence and when the offenders hoodwink the police. It was taken up as a challenge by the police commissionerate and decided to pursue every single warrant henceforth.

“One can be rest assured that all those involved in criminal activity are produced in court. If new warrants come out, we will take them to their logical end. We updated our database of habitual offenders and all their details,” the Police Commissioner said.

It was decided to reward all those who worked for the record at police station level suitably.
